The building is one of the most typical projects of its typology group, a showcase of new social, single-party political architecture. The volumetric composition of the building and its sensible spatial placement represent an important contribution to the development of Slovenian modernist architecture. In spite of its quality modernist concept by the chief architect Ivan Kocmut, sensibility of the building, the direct connection to a system of totalitarian politics is evident from its function and the programme, which was carried out in the building.
